World Service Conference 2010

TO ALL NAR-ANON REGIONAL CHAIRS, REGIONAL DELEGATES, ALTERNATE DELEGATES, WORLD BOARD OF TRUSTEES MEMBERS, WORLD SERVICE COMMITTEE CHAIRS, AND NATIONAL OR GENERAL SERVICE OFFICES:
The following information about the Nar-Anon World Service Conference (WSC) 2010 is to help your Region plan its participation in our third WSC, from April 23 - April 26 in San Pedro, California. Regional Delegates from the USA, Canada, Brazil, Japan and Mexico attended the WSC 2006. In 2008, representation expanded to include Colombia and additional Regions from the USA. The theme for the WSC 2010 is “Together We Can” and we invite and encourage all Nar-Anon Regions worldwide to attend the upcoming conference.
 
THE WORLD SERVICE CONFERENCE (WSC)
The WSC is the permanent body for the expression of the conscience of the Nar-Anon/Narateen fellowship through our Traditions. It meets every two years in April or May in southern California. Its membership is composed of Regional Delegates and Alternate Delegates, the World Board of Trustees, Chairs of all World Service Standing Committees, the WSO Executive Director, WSO Administrative Staff and the WSC Chair.
Regional Delegates and World Board of Trustees members have voice and vote at the conference. Alternate Delegates have voice at the conference and in the absence of their Delegate, they have vote. World Service Committee Chairs have voice limited to their committee report and questions regarding their committee’s activities. The WSO Executive Director has voice limited to her report and questions regarding WSO activities. The WSC Chair facilitates the conference using the Conference Standing Rules and Robert’s Rules of Order.

THE CONFERENCE AGENDA REPORT (CAR)
The Conference Agenda Report (CAR) will be distributed a minimum of 150-days prior to the opening day of the conference. The report contains the Standing Rules of the Conference and the motions that the Nar-Anon fellowship will consider at the WSC. Nar-Anon’s World Board of Trustees will also include their recommendation(s) in order to provide the Nar-Anon fellowship with as much information as possible to consider these ideas. 
Motions may be submitted by any Region or by the World Board of Trustees. Regional motions must be submitted 200 days prior to the opening of the conference. All motions should be clear and concise. The intent or justification for the motion shall be limited to a maximum of 150 words. All materials that are presented to the Nar-Anon fellowship for approval will be written in a manner that lends itself to a yes/no vote and is specific to the changes involved to affirm and support this process.
Motions shall be submitted to the WSC 2010 chair Tom M. at wscconference@nar-anon.org. In the event that a region does not have access to e-mail, hard copies of motions may be submitted to the WSO. Motions for placement in the CAR must be submitted by Midnight October 5th 2009.
As a result of motions passed at the 2008 conference, motions submitted to the WSC 2010 cannot be substantially the same as motions submitted to or approved at the prior two conferences, which would include the WSC 2006 and the WSC 2008. Furthermore, there is a moratorium on motions to alter conference literature for two conference cycles after the literature has been adopted by the conference. For example, motions at the 2008 conference changed the Blue Book. Therefore, motions that propose changes to the Blue Book will not be accepted at the 2010 or 2012 conferences. A catalog of all motions submitted to or approved at the last two conferences will be available on the WSO web site.
Motions submitted for placement in the CAR, which attempt to change, amend or delete World Service Conference policies, shall include those policies or sections of those policies in the motion. It is the responsibility of the maker of the motion to provide information along with this motion.
Conference Approval Track Material will include literature as well as Policy and Guidelines for review and approval at the WSC. 
The CAR will be emailed to each Delegate and Alternate Delegate and will be posted on the Nar-Anon World Service webpage, www.nar-anon.org. All other documents for the WSC 2010 will be provided by email. Hard copies will be available from the Nar-Anon WSO at a price determined by the cost of production and shipping.




















































ATTENDING THE WSC
Delegates and Alternate Delegates from any Region in the world are welcome to attend the WSC 2010. Delegates and Alternate Delegates should be members who have been Area Service Representatives (ASRs). If this is not feasible, Regions may select from members who have completed a minimum of three years continuous service as Group Service Representatives (GSRs) in Nar-Anon. For a Delegate or an Alternate Delegate to be recognized at the WSC 2010, their Region must submit a copy of the minutes verifying the election of the Delegate and Alternate Delegate or other written confirmation that they were previously elected and their term will be in effect through the WSC 2010. The documents must be sent via email to naranonwso@gmail.com (preferred method) or by hard copy to the WSO. Regardless of whether a Delegate or an Alternate Delegate was elected for a three-year term that included the WSC 2008 and will also include the WSC 2010, current minutes of the Regional meeting verifying their election for the WSC 2010 are required by the WSO. Wherever possible, a Regional or National representative other than the Delegate or Alternate Delegate should submit the eligibility verification. In the absence of the documentation described above and with the approval of the conference, the member may be recognized as a regional representative with voice but no vote.
Regional Chairs and National or General Service Offices should inform the WSC 2010 Chair, Tom M., at wscconference@nar-anon.org, of their intention to send Delegates, Alternate Delegates or other representatives. A Region may send one Delegate and one Alternate Delegate to the conference. National or General Service Offices in countries outside of the United States, Canada and Mexico may determine the number of regions in their countries. The WSO will act as the General Service Office for the United States, Canada and Mexico.
World Board of Trustees members, World Service Committee Chairs and any other interested Nar-Anon members should inform the WSC 2010 Chair, Tom M., at wscconference@nar-anon.org, of their intention to attend the conference.

WSC 2010 Equalized Expenses
Equalized expenses for the Nar-Anon 2010 World Service Conference participants are calculated in the following ways:
For regions within the USA, Canada and Mexico, the equalized expenses are a fixed amount that is charged to all regions in North America that are sending a delegate, alternate delegate or representative. For the WSC 2010, that amount will be $1,500.00 in U.S. dollars for each person attending as a delegate, alternate delegate or representative. Therefore, if a region decides to send a delegate and an alternate delegate that region would submit $3,000.00 to WSO. For that amount, each delegate, alternate delegate, and/or representative's travel expenses, hotel accommodations, meals and conference expenses are paid out of the equalized expense fund. This is done so that a region close to the conference, such as Southern California, will pay the same amount as a region sending a delegate coming from other parts of the USA, Canada or Mexico.
For regions outside the USA, Canada and Mexico, travel expenses will be the responsibility of the region sending the delegate, alternate delegate or representative. There will be a fixed amount of $1,000.00 assessed in U.S. dollars by the WSO for each person attending the conference, which will cover hotel accommodations, meals and conference expenses.
For any member of Nar-Anon or NA that wishes to observe the conference without voice or vote, stay at the conference hotel, and participate in the meals, the cost will be $800.00. This amount will cover the observer's hotel accommodations, meals and conference expenses.
Any member of Nar-Anon or NA may observe the conference at no charge. If they wish to have a copy of the documents that are prepared for the conference, they may be purchased from WSO for $75.00.
Meals include Thursday evening hors d' oeuvres, and all meals starting on Friday morning and ending on Monday morning, with the exception of the Saturday evening supper. The conference will adjourn at 4:00 p.m. on Saturday afternoon so that the conference participants may have an evening of free time; hence, the Saturday evening meal is the responsibility of the individual conference participant.
Hotel accommodations are based on double occupancy (two participants to a room). Participants may request whom they would like to share a room with. If a participant wishes to have his or her own room, an additional charge of $258.00 will be levied.
For the first time at the 2010 conference, there will be a conference introductory meeting. This was requested by the 2008 conference participants for future conferences. The introductory meeting will be held on Thursday evening and will include a presentation and discussion on the Conference Standing Rules, Robert's Rules of Order, Conference Procedures, and the Conference Agenda. The conference committee strongly recommends that all conference participants plan to attend the introductory meeting.

FROM THE WSC 2010 CHAIR

The 2006 and 2008 conferences dealt largely with the modification of existing literature and the approval of new literature.

The World Service Policy and Guidelines committee is working on revising the existing policies and guidelines. You can expect that the 2010 conference will deal heavily with amendments to existing policies and guidelines and with proposed new policies and guidelines.
